Guidance to Port State Control Inspection

The course aims to enhance the awareness and understanding of ship`s Officers with Port State Control (PSC) inspections and help them prepare to pass the requirements regarding safety and pollution prevention.

Training Outcome/s

After the training, participants must be able to:

  • Explain the legal basis for Port State Control (PSC).
  • Explain the regional Port State Control agreements.
  • Explain how Port State Control Authorities target ships for inspection.
  • Identify common deficiencies which can lead to detentions.
  • State importance of preventive maintenance and class attendance in connection with Port State Control detentions.
  • Describe the typical sequences of a Port State Control inspection and what actions to take if a detainable deficiency is identified.
  • Explain the importance of having all required documentation available prior to port arrival.
  • Explain the inspection types of Port State Control.
  • Correlate Port State Control and cargo operations as well as manning.
  • Describe the recommended conduct of crew during Port State Control inspections.
  • Identify the commercial implications of Port State Control.
  • Identify the methods of improving the effectiveness of the management systems in preparation for an inspection.
