Electro-Technical Officer Competency Evaluation (ETOCE)

This evaluation program aims to determine the present level of knowledge, understanding, and skills of electricians and electrotechnical personnel in their function as operational-level officers in order to establish their readiness for shipboard assignment on their assigned tasks.

Evaluation Outcome/s

After the evaluation, the Assessor must be able to:

  1. Determine the level of competency of electricians or electro-technical  officers by identifying their strengths and training needs on the following areas:
  • Electrical Engineering: Fundamentals and Safety
  • Marine Electro-Technology: Electrical Machines, Drives and Equipment
  • Electronics and Power Electronics
  • Automation, Instrumentation, Alarms and Control Systems
  • Refrigeration, Heating, Ventilation and Air- Conditioning Systems
  • Pneumatic and Hydraulic Systems
  • Electro-Hydraulics and Electro-Pneumatics 
  • Automation and Control of Main Propulsion and Auxiliary Machineries 
  • Generators, Electrical Power Distribution Systems and Equipment 
  • Marine High Voltage Systems
  • Computer and Data Networks
  • Bridge Navigation Equipment and Ship Communication Systems   
  • Maintenance and Repairs 
  • Use of Electrical Testing and Measuring Tools and Equipment 
  • Interpreting Schematic Diagrams
  • Detecting Malfunctions and Restoring Operations
  • Safe Working Practices

 2. Recommend training/s to enhance knowledge, understanding and skills on the identified area/s that need improvements.
